2004年のFIFAの規定Guidelines for FIFA Match Officials
では
Then the national anthem of each team is played. Players must respect the national anthem being played by standing still and quietly during both anthems. The national anthem of the visiting team is played first.
でした。はっきり「quietly」と書かれていますね。また、私が「国旗」としたのは「国歌」の誤りでした。
アメリカのスポーツイベントでは次のようになっているようです。

All players and team personnel to stand and show respect for the flag and the anthem.

Players, coaches and trainers are to stand and line up in a dignified posture(威厳ある姿勢) along the sidelines or on the foul line during the playing of the national anthem.

All persons representing a Federation national team shall stand respectfully during the playing of national anthems at any event in which the Federation is represented.
「起立」は規定されていますが、「歌う」は規定されていません。なお、MLBには国歌演奏時に関する規定がないとのことです。
ところで、How national anthem rules differ across sports leagues - ESPN の「national anthem policy 」は、この３単語だけを翻訳ソフトで訳すと「国歌政策」になりましたが、全文を翻訳ソフトで読むと、この３単語は「国歌斉唱ポリシー」になりました。
おそらく、大半の人にとって
「学校では国歌斉唱だったからサッカーでも国歌斉唱」
「翻訳ソフトで国歌斉唱だったから国歌斉唱」
「誰かが国歌斉唱と言ったから国歌斉唱」
なのだろうと思います。
